A Biography

A resident of Montgomery County for more than 25 years, David O’Neil has represented indi-viduals, small businesses and large corporations in state and federal courts. He has extensive ex-perience in litigation involving construction, oilfield services, Internet commerce, and other areas of commercial law.

A 27-year commercial lawyer, O’Neil is a partner at O’Neil & McConnell, a boutique law firm in The Woodlands that focuses on complex commercial litigation and appeals, patent, trademark, copyright, and trade secret litigation. He also has performed pro bono legal work for indigent families for several years.

A graduate of Westchester High School in Houston, O’Neil received his undergraduate educa-tion at the University of Texas at Austin and the University of Houston where he graduated with a political science degree. He pursued his law degree at South Texas College of Law in Houston. After practicing for several years, he returned to school at the UH Bates College of Law and earned two Master of Laws degrees. This first is in Intellectual Property Law. The second degree is in International Law.

O’Neil is a member of the State Bar of Texas, the Woodlands Bar Association and the Mont-gomery County Bar Association. He is admitted to practice before the U.S. Supreme Court, the Fifth Circuit Court of Appeals, and all federal districts in Texas, the Northern District of Florida and the Eastern District of Michigan. He has provided analysis of evolving legal issues to USA Today, Bloomberg Radio, the E-Commerce Times, local radio, and other news media.

Before forming O’Neil & McConnell with Perry McConnell, he was assistant general counsel of Petrocosm, an Internet–based supply chain management subsidiary of Chevron. Before his time with Petrocosm, he was a partner in the Montgomery County law firm of Stibbs, Burbach & Beridon. He was also a partner at Bailey, Crowder, O’Neil & Seltzer. In the 1980s, he worked in-house for Brown and Root, after starting his legal career at Brill, Brooks, Elkins &Yount in Houston.

O’Neil has been married to Susan O’Neil, M.D., a pediatrician with Sterling Ridge Pediatrics, Texas Children’s Pediatric Associates in the Woodlands for 26 years. The O’Neils have three children – Amy, 21, a summa cum laude graduate of Oak Ridge High School and a senior Bio-medical Engineering student at UT-Austin; Ariel, 19, a cum laude graduate of The Woodlands College Park High School and a sophomore Biology student at UT-Austin; and Sean, 16, a junior at the CISD Academy of Science and Technology.

Residents of The Woodlands, the O’Neils also own a second home in Lake Forest Falls on the west side of Conroe. O’Neil has served several terms on the board of directors of the Lake Forest Falls Community Association. He is currently serving his fourth term as the association’s president.
